The documentation says you should be able to use 16 seconds, but I have
to wonder why you think you need such low values.  I think this will
have as effect that it won't try and adjust your system clock
frequentie, and things like that.

Anyway, I don't know about a bug report about it, please take a look at
http://bugs.debian.org/ntp and http://bugs.ntp.org
