I can't find any mail about it.  I've even tried looking at the
timekeepers-announce archive which doesn't mention it.

I have no idea who exactly registered it.  It think it would make
most sense to have contact address ntp at packages.debian.org.

So, I've just created an account with that address, since it doesn't
seem to exist yet.  I will request the vendor zone once I get a
confirmation email.
