If you build-depend on libcap2-dev then this warning goes away.

This issue is not entirely harmless, the kernel code will only display the 
message once.  As ntpd is started early in the boot process other daemons and 
applications will not have a message logged and the sys-admin will not 
discover the problem.

It would be good if this could be fixed for Lenny.
