I can't reproduce your problem in testing/sid.  I have peers that need
to use the new interface that comes up and it just works for me.

As far as I know, the periond is 5 minutes.  For ntp this is a relative
small time.  I think in most case the peer needs to be alive for atleast
500 seconds before ntpd will consider using it's time to synchronise
too.  And to be really useful you need longer polling intervals.
