In /etc/dhcp3/dhclient-enter-hooks.d/ntp it is
implicitly assumed that "restart" will fail if
the daemon is not already running -- unfortunately,
that's not true.
When dhclient brings up a new interface, it does
a restart of ntpd, which is fine if the daemon is
running already. But if it's not already running
(one case would be if the sysadmin has intentionally
shut it down for maintenance. Another case is
during system initialization: The "network" script
is run before all the resources for the "ntp" script
are available. See bug report #461461) this will
bring up the ntpd daemon prematurely.
