ntptime works fine for a normal user and provides useful information:
daniel at frobozz:~$ /usr/sbin/ntptime
ntp_gettime() returns code 0 (OK)

ntp_adjtime() returns code 0 (OK)

So the binary belongs in /usr/bin instead of /usr/sbin.
