[pkg-ntp-maintainers] Bug#545610: ntp uses lockfile-create but does not depend on it or recommends package lockfile-progs

/etc/init.d/ntp uses lockfile-create which is in package lockfile-progs. But lockfile-progs is not recommended nor does
ntp depends on it.

If you have ntpdate installed togeather with ntp both rely on locking /var/lock/ntpdate which does not work if lockfile-progs is not installed.

Therefor you get error messages on reboot like this:
ntpd[3489]: unable to bind to wildcard socket address 0.0.0.0 - another process may be running - EXITING

ntpd ist not started and must be started manually.
