It's insserv is causing this warnings.  I think it recalculates all
the depedencies and changes the order of all init scripts.  And so
give that warning again.  But I don't think generating that warning
causes a noticeable delay.

I have no idea why you want to add the start scripts again.
They're already added, nothing changed for them.  But calling
that doesn't hurt anything, the package also always does that
on install.
