I think this is probably a configuration error where you didn't
give the resolver process permission to add the hosts.

Note that the default ntp.conf has this:
restrict 127.0.0.1
restrict ::1

This used to say:
restrict 127.0.0.1 nomodify

But the "nomodify" will prevent the resolver process from
adding the peers.  Note that the resolver process authenticates
itself to the ntpd process before it can modify anything.

If that's not the issue, can you atleast send the config file?
