Dear Maintainer,
This bug is still occurring on Debian testing. I have several routers
that are running NTP on VLANs on top of a bonded network interface. If
there are no other IPv6 capable devices on a paricular VLAN, the
interface is left tentative/detection failed, and ntpd will try to bind,
failing with:

ntpd seems to be trying to bind about every 10 seconds, so the amount
of log noise is very great.
