Well, everything is moving away from static boot-time-only scripts and
towards event-based handling (e.g., upstart, udev, dbus), so I think
that approach is not future-proof.

Also, note that ntpdate is deprecated anyway, so I wouldn't spend a lot
of time tinkering with the perfect place to call it, because there is no
such place.  The current behavior has arisen over time as the most
likely to be somewhat useful behavior, but it won't satisfy everyone.
