[pkg-ntp-maintainers] Bug#823533: doc equivalent to the other config variables

Hi,
sorry I didn't see the request for a documentation.
I think I was following the guide all other configs do in that case.

The other variables in debian/ntpdate.default are only documented in the
comments in that file.
This I already supplied in the patch.

I don't think we'd want/need an extra doc just for the new entry - if
anything then for all or none but that would be a different bug then.

I thought about NEWS entry, but I think it doesn't qualify for that either.
So do we really need an extra doc entry - other than the other values?
If so where would be the right spot in your opinion?
