I thought every Nvidia User who needs/wants to have the OpenGL headers
installed would use the Nvidia headers not the mesa ones.
I suggest you tag this wontfix, if you don't intent to change this.

Just adding a Provides: libgl1 shouldn't hurt this, except if it messes
up the divertion of libGL.so then, which I didn't check yet.
