[pkg-nvidia-devel] [patch 96xx] 2-of-k more improvements to control file generation

Hi Randall,

this patch introduces a new placeholder (LEGACY_DESCRIPTION, will be
used in later patches), removes unused placeholder (BASE_VERSION) and
generalizes the generating targets (again, will be used in later patches).
