Putting a dependency on nvidia-libopencl1 (non-free) keeps PyOpenCL (MIT
license) out of main, which you probably don't want. Currently I don't
know of a "free" libopencl1 (that is also compatible with the nvidia
one), but I did not do extensive research. But I've seen two variants of
PyOpenCL linked from the wiki:OpenCL page :-)
But I hope that some day a free variant of libopencl1 (which is just
some kind of a wrapper library) will show up and maybe nvidia-libopencl1
can go (like it happened for VDPAU). So I set up the packages to be
prepared for that event.

I'd go for libopencl1-dev, but lintian will probably ask you to use
  nvidia-libopencl1-dev | libopencl1-dev
instead. Anyway, you can't go for main right now.
