I don't think it's worth worrying too much about this.  Having Breaks is
better than not having it, but it's still going to be complex and weird
because the Breaks actually needed to be on the mesa side instead to work
properly.  Since we don't have that, aptitude just has too many options to
move things around in a way that looks like it won't break but does
anyway.

It's all going to be semi-broken for at least some people until we can fix
the diversion handling.
