Bug#666909: libxnvctrl-dev: Should build shared library too

Hello,

We would like to use libxnvctrl in libhwloc, but we can not do this
since libxnvctrl is built as a static library (without even -fPIC). Is
there any reason against that (except working on a patch of course)?
