No they are not. This was just a rebuild against the newer kernel in
backports, which requires a version bump (319.82+3.12 to 319.82+3.13)
since (part of) the kernel version is included there to make all
possible nvidia_driver+kernel combinations orderable. Bumping the kernel
triggers regeneration of debian/control since package names change, so
the diff may look large.
IIRC unstable had 319.82+3.12 followed by 331.xx+3.13, there was no
backportable 319.82+3.13.
Current 331.xx driver in unstable needs some updates due to upstream
changes before it is stable enough for backports.
