I can with aptitude, maybe some leftovers from previous builds/versions
makes it installable?

$ dpkg -l | grep nvidia-driver
ii  nvidia-driver                                 384.111-1~bpo9+1                                        amd64        NVIDIA metapackage
ii  nvidia-driver-bin                             384.111-1~bpo9+1                                        amd64        NVIDIA driver support binaries
ii  nvidia-driver-libs-nonglvnd:amd64             384.111-1~bpo9+1                                        amd64        NVIDIA metapackage (non-GLVND OpenGL/GLX/EGL/GLES libraries)
ii  nvidia-driver-libs-nonglvnd:i386              384.111-1~bpo9+1                                        i386         NVIDIA metapackage (non-GLVND OpenGL/GLX/EGL/GLES libraries)
ii  nvidia-driver-libs-nonglvnd-i386:i386         384.111-1~bpo9+1                                        i386         NVIDIA metapackage (non-GLVND OpenGL/GLX/EGL/GLES 32-bit libraries)

What should be making it un-installable?
