New upstream release 0.4.0
Drop old patches
Introduce 50_link_with_glu.patch (fix for #423994); and I hoped we could stop
fiddling with configure.ac for the time

control: Depend on octave2.9-forge. This is a future dependendency, as the
current octave2.9-forge package is not compiled for octave-2.9.10.
