Add libarpack2-dev to Build-Depends

This will make the eigs() function available.  Note that the
build-dependency is versioned (>= 2.1+parpack96.dfsg-2), such that the
binary package octave3.1 will depend on the correct version of libarpack2
(>= 2.1+parpack96-5), which contains the needed Fortran symbol arscnd.
