Which version of octave2.1 are you using?

This happens because octave2.1 installs its libraries in
/usr/lib/octave-<version>/ and dpkg-shlibdeps cannot find them.  This is
harmless, since we introduce the right dependencies through
${octave:Depends}.  I agree though that it would be more elegant to avoid
the warning messages.
