There is no such version currently in Debian.  At
http://packages.debian.org/octave2.1, I see:

Why don't you try to upgrade to the most recent upstream version (2.1.70),
or even the latest Debian source package, by doing "apt-get source
octave2.1", which will give you 2.1.69?

I generated the 2.1.69 package currently in sid and sarge using gcc
3.4.3.
