I wrote this patch, but I do not remember which bug it was expected to
fix.

There is a simple way to answer to your question: first, remove
50_control-output-of-whos.dpatch from debian/patches/00list.  Next, build
the package and see if it works correctly.  If yes, we release 0.22-1
without the patch.
