You are totally right. I am really sorry, I noticed libgpcl-dev was
non-free only after sending.
I can't even compile libgpcl-dev, so I can't say if amd64 is affected
by #334230 as well.
This said, I think the "bug" can be closed. And again, sorry for my
mistake.
