[Pkg-octave-devel] Bug#368757: octaviz_0.4.0-24(m68k/unstable/vault13): build-depends on old octave

octaviz fails to build from source on m68k because it requires
octave-config-2.1.72 and the current version of octave provides
octave-config-2.1.73.
