It is done.  Notice that the top-level directory octave/ contains only the
trunk/ directory, while the tags/ directories are in the top-level
directories octave2.1/ and octave2.9/.  As we could expect, the history of
the files is kept.  For instance, this works and show the entries back to
revision 2:

    svn log svn+ssh://svn.debian.org/svn/pkg-octave/octave/trunk/debian/changelog

Also, remember to checkout your local debian/ directories before working on
them again, otherwise you will not be able to easily save your changes. I do
not know if there is a way to changing in-place the repository URL, besides
tweaking the .svn/entries files.  If someone knows, please tell us.
