I fully understand your concerns, but I think that it would be much better
for everybody that the package is maintained through the DOG SVN repository
and the issues discussed in pkg-octave-devel.  This has been the way the DOG
worked from its beginning and nobody has complained up to now.

You can gently decline the sponsorship offers you got; I am sure the two DDs
will understand the situation.  Notice that we would not hijack the package
from you.  After all, as in any free software project, who writes the code
has the control over it.
