[Pkg-octave-devel] Filing ITPs for the octave-forge pkgs

One thing, instead of deleting the COPYING file from the packinfo
directory like I did to begin with (and is in the octave-pkg-dev.mk
file at the moment) should we perhaps move it to
/usr/share/doc/octave-$pkgname ???
