I wish to upload soon octave-epstk 2.2-9 as in SVN r1411.  This is
essentially a QA release where I fixed some Lintian warnings and allowed DM
uploads.

I took the opportunity and switched to quilt instead of CDBS'
simple-patchsys. After using quilt, any other patch system seems a pain in
the neck.  It would be great if we could switch all the DOG packages to
quilt.  It is extremely simple to do:

1) debian/control: Build-depend on quilt
2) debian/rules: Include patchsys-quilt.mk
3) debian/patches/series: Create this file

That's all.

Also, for the octave-epstk package, I added copyright notices for the Debian
packages.  It would be good if we could legally set the DOG as the Copyright
holder.  Could someone check whether this is possible, please?
