[Pkg-octave-devel] Status of the octave-forge pkgs uploads

Thanks to the recent fixes on the long descriptions of the octave-forge
packages done by Thomas, almost all packages are ready for upload.  

However...

Three of them (fixed, octgpr, and parallel) do not build on amd64.  These
packages must be patched before release and there is no way we can do it if
we have an unpacked tarball in the source package directory.

Thomas has proposed in octave-maintainers a patch for pkg.m that allows
installing packages from a untarred directory [1].  I think we should patch
octave3.0 to allow this.  There are two issues, though.

First, if we patch pkg.m, the internals of octave-pkg-dev will need to be
changed.  Second, we cannot upload a patched octave3.0 now, otherwise we
will disrupt the suitesparse transition [2], which is already quite painful.

All that said, I think we would better hold on the uploads now and wait for
the issues above being addressed.  Any objections?
