[Pkg-octave-devel] Change in doc/ installation for octave-forge packages

Hi, 

up-to and including octave-pkg-dev 0.7.0, we installed doc/* for every
octave-forge packages. Quite often, there is stuff there that shouldn't
be installed (texi files as source code for the included pdf files). 

Removing these files is tedious compared to only installing what we
want via debian/packages.docs (used by dh_installdocs).

So, from 0.7.1 on, octave-pkg-dev will call
	dh_installdocs $(package)
without any further arguments. Documents for installation must then be
put into debian/packages.docs on a per package basis, yielding a
fine-based control (and some more work).
