[Pkg-octave-devel] Switch dpatch->quilt for octave3.X

dpatch is striking me on the nerves.  Does anyone object if I switch the
patch system for the octave3.X package from dpatch to quilt?  I created a
branch in Git for this transition (patchsys-quilt).  Everything seems to
work fine for me on this branch.

Please, tell me whether you agree and I will merge patchsys-quilt into
master.
