[Pkg-octave-devel] Packaging 3.4.2

We've waited too long to do this. Thomas was doing all of the
packaging work, but he seems to be busy now, so I'm going to give this
a try. I finally started working on the 3.4.2 packaging work last
night, and I couldn't figure out how to do the source import with git,
so I decided to move the packaging to Mercurial, which I understand
much better, and since nobody else seems to be doing packaging work
right now, I may publish the hg repos instead.

Thomas's plan to rebuild all of the 'Forge packages one last time
seems to be completed, as I can tell, so the time is right to work on
Octave itself.

At any rate, this is just to announce that I'm working on the 3.4.2
packaging and may soon have something to show for it. The biggest part
of the work seems to be simplifying the packaging layout now that
Octave no longer has "stable" and "development" releases, only a
single traditional stable release like most other projects, so I'm
moving the files in debian/in directory out and thus attempting to
remove the splice build-dep. Thus, we will no longer have version
numbers attached to the name of the octave packages, as planned.
