dh_gencontrol does not changes debian/control.  This command is used
to install the control file into debian/<pkg>/DEBIAN/ by doing the
appropriate substitution of the ${*:Depends} variables.

What happens in the fsl package is that the debian/control file is
generated at package build using the file debian/templates/control. It
seems that you have to change this later one.
