[Pkg-octave-devel] Bug#661521: octave: Do not migrate to testing until all Octave Forge packages are ported to Octave 3.6

This RC bug must remain open until all Octave Forge packages are ported
to Octave 3.6, so that Debian testing remains in a consistent state.

Since the old octave3.2 package conflicts with the new octave package, a
premature migration of octave to testing would make some 'Forge packages
not co-installable.
