Since this is a new upstream release with significant changes, this
version is unlikely to be accepted in Wheezy by the Release Team. Hence
I would be inclined to upload it to experimental, in order to keep the
possibility of fixing bugs in the Wheezy version via unstable.

Is that ok for you? Or do you think we should rather upload to unstable
(and rely on testing-proposed-updates if the Wheezy version needs to be
fixed).
