I will make a new octave-pkg-dev tomorrow with your changes.

Also note that we are now using git-dch to generate debian/changelog,
instead of modifying debian/changelog at every commit. This avoids
duplication of information, and it makes merges/rebases much easier to
do (otherwise we inevitably have conflicts over debian/changelog). See
git-dch(1) for more details.
