Note: "upstream" in this case refers to "Octave Forge." That is,
Thomas doesn't want to create Debian packages for these because nobody
in OF is maintaining the packages. I think I agree. They seem to be of
very limited interest anyway.

I think we should drop the following packages (more to come later):

       irsa
       nlwing2
       outliers
       symband

Reason in every case: unmaintained upstream.
