Both issues are expected (it's essentially because tools have not been
updated to take into account those recent changes).

However you forgot to prepare the changelog entry. Could you please do
so? (note that there should be no 1.3.0-1 entry in the changelog, only
versions that have been effectively uploaded should appear).
