[Pkg-octave-devel] [RFU] octave-octclip 1.0.8-1

I prepared the initial version of the octave-octclip package in Git 
[commit: ae84525], cf my recent ITP [1].  It requires 
octave-pkg-dev >> 1.3.2 as build-dependency.

Please, upload it to unstable.
