[Pkg-octave-devel] Skipping release candidate 4.0.1~rc3

Tarball octave-4.0.1-rc3 has been released some days ago.  I propose to 
skip this release for the Debian package, because it only introduces the 
doc/interpreter/octave.html/*.png files that were absent in the rc2 
tarball [1].  These files are rebuilt during package build, anyway.
