I don't have any idea how to build Debian packages but I can tell you the dependency tree.
opensm -> libibumad
infiniband-diags -> libibmad -> libibumad
-> libibumad
-> opensm-libs
Also, libibcommon no longer exists. I think I have seen this in some Ubuntu installs with older opensm/infiniband-diags packages.
