[Pkg-ofed-devel] Bug#740945: decline to find all targets by default

After installation process srp daemon automatically starts and if in the 
default srp_daemon.conf there is no rules that all founded targets will 
be added to this system. It's a bad behavior.
Disallow all should be the default behavior.
