Hello,

The build of ibutils is currently architecture-restricted.  Per request of
IBM, we have enabled building ibutils on the ppc64el architecture in Ubuntu,
in addition to the powerpc architecture where it is already being built.

It seems sensible to apply the same change in Debian.  Please consider
applying the attached (trivial) patch.
