This is where I stopped at on my quest to update the packaging to 0.13:

   https://github.com/ghisvail/pocl/tree/debian/master

The branch started from the 0.13 tag, imported Vincent's work before
Andreas and the team took over, and moved up from there. It was not near
ready for submission, but I was able to build and test nicely on amd64
(minus one test case which failure was already reported upstream).

Feel free to take anything from it which you may find useful. Glad you
guys are stepping up to maintain pocl under the OpenCL team. I don't 
know whether I can be of any help moving forward besides moral support.
