It probably can be done. But that would defeat the purpose of
dh_makeshlibs as we would have to maintain shlibs.local. The second
thing is that I am not sure if shlibs.local can be used to ignore 
libraries for dependency generation. 

Feel free to change the override and fix the related problem if you know
how to do it right.
