I just uploaded 2.1.30-13.4 which removes these:

openldap2 (2.1.30-13.4) unstable; urgency=low

  * Non-maintainer upload.
  * Remove all debian/slapd.* files as slapd is not built anymore. This also:
    - Removes all debconf translatable material as well as translated
      material. Closes: #231934, #365517
    - Removes the need to Build-Depend on po-debconf
  * Add empty binary-indep target to debian/rules. Closes: #395723
  * Remove one occurrence of the old FSF address in debian/copyright


I leave up to you to decide whether an unblock request has to be
made. It would indeed not be very useful anyway.
