Your guess is as good as mine.  This comment and the lintian bug report
are the only mentions that I've seen of it that I can remember recently.
I think I vaguely remember a debian-devel push a while back around the
same time as the lintian report (#397785) that ran into the problem that
everyone copies the maintainer script templates which die with an error if
invoked with an argument they don't understand.

I've been adding reconfigure support to my packages for a while (and after
the recent Policy discussion, trying to figure out if I should not be
testing for the operation period), but I expect it's a long way away from
being supportable.
