Moving it to /usr/include/mpi.h would mean to move everything under the
mpi packages' subdirectories to /usr/include, handling the common
filenames via update-alternatives. This is quite complex because one has
to work around #220044 and friends as we do now for the libs. It also
requires changes in the other packages, so we should provide patches for
them too and coordinate stuff like that. I don't see it as problem. It
comes in handy if you compile multiple MPI packages like Nicholas does
with gromacs.
